Publisher 2002 and WEB pages

I started using Pub. 2002 to create my WEB pages. I fill
out the text frames with text and/or graphics but when I
go to view them, there are always 3, 4 or 5 inches of
blank space at the bottom of each page when they are
supposed to be neatly filled. I imagine that's the way it
is going to look in my WEB site. Is that a Pub2002 bug
that have to be addressed by Microsoft? How can I solve
it, if is there a solution at all?
Please HELP.

it's not a bug, it's by design in 2002.
version 2003 coming out soon has a variable length matching the content.
