Publisher 2003 Web Pages - overlaping elements

I've been using Publisher for web pages since the late 90's. I currently use 2003. Lately some of my pages have been rendering strangely on Windows machines - in IE or Firefox. They look fine in Firefox or Safari on Mac.

Some of the elements shift and overlap when viewed. I verified that "rely on vml..." and "allow png. . " were unchecked. I don't have elements that overlap in the layout - they are shifting when viewed in the browser.

Paul,

I checked all main pages of your website on a PC with windows XP and I.E.8
on Dial-up:
All pages displayed correctly with the exception of the left-side vertical
menu, of which only the separator lines display but not the links. I have no
idea why it is so, but DavidF, Spike or Maureen will surely be able to help.
However, the links display correctly in Firefox.

As to overlapping: the textual content in the center overlaps briefly for
one or two seconds during the downloading process then everything falls into
place. If it does not fall into place on your PC, it suggests that your
browser may be faulty.

The pages render correctly for me too in IE7, FF and Opera on a windows
machine.

On the machines that render a 'overlap page' for you, go to control panel >
Display > Settings > Advanced > set the DPI at 96 if you have it at 120DPI.
Check the setting on your other machines. If all machines are at the same
DPI setting do you still get the overlap?

I changed the settings to 96dpi and the pages look fine.

I got a new laptop and upgraded IE versions at the same time so I was assuming a browser issue. The other person who told me my pages were overlapping also has a new laptop set at 120dpi.

Now the question is how to keep the pages rendering correctly on a 120dpi setting.
