Step 1: Find your nearest computer store (alternatively, you could use an
online retailer such as Amazon or eBay)
Step 2: Locate Microsoft Publisher 2003 or Microsoft Office Small Business
or Professional Edition.
Step 3: Take the product to the checkout.
Step 4: Pay for the product, take it home, and install it on your computer.

Note that both Publisher 2003 and Office 2003 require Windows 2000 SP3 or
Windows XP or later.

It is most definitely worth it.

97 would work as a qualifying product for Upgrade wouldn't it?

Publisher 97 would qualify for a $70 rebate on Publisher 2003.

Office 97 would qualify for the Upgrade edition of Office.

I'm not sure whether you'd be licensed to use both products concurrently if
you used an upgrade license, though.

Yes, but you will need purchase the full version and send in the $70 mail-in upgrade rebate coupon.
