97 would work as a qualifying product for Upgrade wouldn't it?

Publisher 97 would qualify for a $70 rebate on Publisher 2003.

Office 97 would qualify for the Upgrade edition of Office.

I'm not sure whether you'd be licensed to use both products concurrently if
you used an upgrade license, though.
