Publisher for Mac?

Running Publisher for Windows in Microsoft Virtual PC would work. If you
have a MacTel, you could wait until a version of VPC supporting Mac
comes out, or use Boot Camp, or use one of the other PC virtualisation

Failing that, you're looking at more expensive applications such as:

You might also take a look at iWork - Pages 2 & Keynote. You don't specify
what you are putting together, but Pages 2 may serve the purpose. It is
written in Universal Binary so it will run on PPC (G4, G% - 500 MHz or
better) as well as Intel Macs... And it's only $79.99 US.
