Publisher identification

I am having trouble installing office (or anything else) in Windows 7. when
I downloaded the file, windows does nto recogize the publisher and therefore,
will not allow the install wizard to run successfully.

Any ideas? I assume I have to change something in the Windows security
setting but what and how?

Download means? from some internet site or some cd?
Are you logged on to win7 with a limited user account?
