Publisher Page Orientation

Is it possible to use both landscape and portrait orientation in a single
publication? If so, how?

No, but you can rotate everything on the page you need oriented differently.
It's either that or you need two separate files.

No. You need two separate publications, or you need to design your other
page with rotation of 90 degrees.
