Publisher tool bar

Can someone tell me how to get the formatting toolbar back in Publisher
2000. I checked and unchecked the toolbar option and it still does not
show up. I uninstalled and reinstalled it. I wanted to ask if anyone
could tell me how to fix it. Thanks so much. Deb
