Two questions, please:
1 -how do I merge two or more pictre frames into one?
2 - how do I create a boarder (line) around a picture
frame?

You cannot merge two picture frames into one. You would need to do
merge/join two pictures together in a paint program then import them into
Publisher.

Depending on which version of Publisher you have, but generally, right click
on the picture and select Format Picture.
