I'm afraid this is to only newsgroup I can find for this question.

I have twice had a client call me to complain that he is unable to open my
work which was created using Publisher 2003. It appears that earlier
versions of Publisher are incompatible. He uses Publisher 98.

Does anyone know of a workaround for this problem?

In Publisher 2003 you can save the publication as a Publisher 98 file. Expand "files
of type". Some of the formatting maybe lost. If your client has Norton, he may have
to disable "script blocking."

You should be able to go to the toolbar at the top of the page and
choose "Tools"...then..."Options" & then click the compatability tab to
choose your vs of compatability. This should fix the problem.
