Publishing a Master Plan

I have two questions:

1) I am trying to publish a master project and keep
getting a message stating that I can't because of
administrator settings. We have the feature flag for
master projects checked in Project Server. Is there
anything else that needs to be setup to allow publishing
of master projects?

2) Why does Microsoft recommend that you do not use master
plans in Project Server? Is it because of the size of
these projects and/or the performance?

Any feedback would be appreciated.
