Is it possible to easily publish a photo gallery using FrontPage 2000, or do I need to get FrontPage 2003?

You would need FP2002 or FP2003 or a 3rd Party photo gallery script, etc.

It doesn't get much better than Gallery:
http://gallery.menalto.com/modules.php?op=modload&name=News&file=index.
The only "twist" is that you have to FTP in and change permissions on
the
/setup subdirectory before publishing, then change it after the
publishing is done. I can live with that because it's such an
incredible program. It's open source, free.

FYI
If you are using Gallery set it up as a subweb in you FP web, and don't open the subweb in FP
- then just use FTP for managing the uploads and permissions of that folder (subweb), instead of publishing w// FP
