Publishing error

I am trying to publish using Front Page 2000. When I try to publish, I get the following error: Accessing HTTP servers requires 32-bit TCP/ICP networking, which is not installed or may be misconfigured. I have tried disabling my Macafee firewall and my internet conection firewall within Windows XP is disabled as well. Any ideas would be appreciated.....
