Publishing in Http

I need to publish in http so that my online form works. I've tried finding
the instructions to do this...but the links i've found are broken. Can
someone please point me to instructions on how to do this?

It is written for Pub 2007, but if you are using IE7 instead of IE6, then
the directions for using Vista would apply.
