Publishing links to files

Help! Sometimes (not every time) after I publish links to files and the file
iteslf, the file downloads to the server everytime I update the web - even if
I didn't change the file or the link, or the page the link is on. Any idea
why this happens and what I'm doing wrong? In hopes of being more specific: I
create a link, download it and the file to the server. The link works great
from the site. But then I make a change elsewhere on the web days later and
download the change. At that time, the file downloads a second time, then a
third, fourth, forever...?? I'm using Frontpage 2002.

try tools/ recalculate hyperlinks on both locations, that should update the
metadata so FrontPage knows what was published and when.
secondarily as a workaround you can right click the file and mark it "do not
publish".
