Publishing master projects only

Given the known problems with publishing both master- and sub-projects, does anyone have any insight on publishing ONLY master-projects rather than only sub-projects? That is, what if we save and publish master-projects, but only save (not publish) the sub-projects? Is this even possible? This way, exectuives could view the rollup (and thus the status of the project as a whole), while PMs can still view the sub-projects individually..
