publishing sub web

the knowledge-based articles that I have read all seem to
indicate that a sub web should be created live on the
server.

is there any problem with converting a folder to a sub
web on my desktop, and then publishing it to my server?

What they're saying is that depending upon
your hosting company, you may have to have
them create the subweb first and then publish
to it.
Check with your host.
