If you have FP2002, yes.
If you have FP2000, you need to open both your local and remote sites in FP,
then you can copy and paste between the two sites.

select 'Publish Selected Files'

Yes.
Just be sure to Tic "Publish changed pages only" on the
Publish Web wiz.
FP will still campare pages from file and web, but only
publish changed pages.
