pull down menus with layers

I just got frontpage 2003 and they give a demonstration of pull down menus using layers behind the page. Does anyone know how to do this? There is no explanation but a great demonstration. I want to be able to go over a button and have the menu pull up so they can choose a specific category.

creating drop down menus for website navigation.
