From Office 2007 Pro retail license:
1. OVERVIEW. These license terms permit installation and use of one copy
of the software on one device, along with other rights, all as described
below.
It does say "use of one copy". If you are using it on a primary and
backup system at the same time, then you are using one copy on two
devices. I'm not a lawyer but I'd be willing bet that's the way MS sees
it.

Not quite - one PRIMARY device, (and the EULA doesn't specify whether
this should be a Desktop or a Laptop) and one PORTABLE device.
So you could install on two laptops, always assuming that both are
owned by the Licensee and that they are not in use simultaneously...
