Purging Deleted Items In E-mail Folders

I am no longer able to purge deleted items from my various e-mail folders (I
was able to before) - Now when I select the various folders, & go under tools
to recover deleted items, nothing shows up ? Could a setting have been
accidentally changed ? How can I resolve this problem ?

I am using Outlook 2003.
