putting word art over a picture

How do I superimpose word art on top of a picture in a rext box, rather than
using a caption.

Well, not to be snide, but the obvious answer is to drag the Word Art object
to where you want it to be.

If for some reason you're unable to do that you'll have to provide a more
detailed description of the circumstances, including what happens when you
try as well as specifics about what text wrap is applied to the objects. It
would also be helpful to know what version of Word you're using.
