PWA 2003 - Discussion toolbar - login prompts

I just overcame a 3 day frenzy with some of our management members who were
continually being prompted for username/password which would eventfully end
up hanging the PWA session, the solution was to turn off the Microsoft
Discussion toolbar for each user.

I’m a PJS 2003 administrator, and I can use PWA with and without the
discussion toolbar;

So, the questions that come up are; What is the discussion toolbar looking
for on PJS 2003 ? What permission can be grant so that this doesn’t happen in
the future ?
