PWA 2003 Error Creating site

I have just upgraded to MS Proj Server 2003, Windows 2003
Server, and Windows Sharepoint Services 2003. Project
Server appears to run fine and I can access the Public
Documents in WSS. However when I try to manually create a
subweb from MS Project Web Acess's Admin page I get the
following error "Error occurred when creating site. Site
does not seem to exist." Any ideas?

I was having the same issue and was able to fix it by going into IIS and
changing the IP address that was specified to all ip addresses. It was an
issue where the project server was trying to resolve the web site to the
http protocol on an ip that was not bound for that protocol.

You might also want to run Proxycfg and PSComPlus again as those are the
first things I check when having problems with WSS/STS.
