PWA 2003 Risks and Issues error

I am running project server 2003. On the Project Center page under
the risks and issues this error message ocurrs. There is a problem
establishing a connection with the Web server running Windows
SharePoint Services. Contact your system administrator.

To fix I run this command on the server. proxycfg -d -p noproxy
",servername" With server name of course being the name of our
server.

This fix works but temporarily. Any ideas on what might be set wrong?
