I'm speaking from memory right now since I'm at the airport, but I believe
the default configuration allows team members to change the Start date and
Finish date for their own assignments. Beyond that, I'm not certain what
you mean by "be able to change schedules." Perhaps you can expand your
question and let us know.

The tasks are "linked" together so that if you change the dates on the first
task is will shift all tasks be the same number of days thus updating the
schedule. Sometimes the links cause problems and you have to possibly
(change) relink the tasks to try and pick up lost days, etc. Can these be
updated via web client?

Good question. No, team members cannot make those kinds of adjustments.
