PWA as site, it is possible???

HI all,

I'm trying to use WSS for an internal portal and build PWA as a site
(the standar procedure buid PWA as a site collection....)

does anyone know if it is possible to build PWA as a site of a generic
site collection????

in this way I could use just a site collection administrator instead
of two...

I've asked a similar question on another message board and was told that PWA
has to be setup as a site collection.
