PWA controls would not download

My client has a IBM notepad and this and four other machines like it can not
download the project server controls. I've logged on as administrator, I've
set security on the browser to the lowest settings, and I'm lost for options.

Has someone run into this before?

Bill,

Some questions:

What OS and SP level?
Is project server URL setup in trusted sites list?
Are you allowing installation of ActiveX controls on the browser?
(In IE, Tools>Internet Options>Security>Trusted Sites>Custom Level - review ActiveX settings)
Are they logging into a domain that applies security policies that override the local settings?
