PWA / Edit Project Properties - Publish Error Message

In PWA / Edit Project Properties, I see this message all the time:

"This project has unpublished data. You may not be aware of all the updates
that would be published if you choose to publish. If you are not the Project
Manager, then check with them to ensure you are not publishing such data."

I am pretty sure most of the time when I see this the project has been
corretly saved and checked in from Project Pro 07

Ideas?

Saved and checked in does not mean published. So, I think you need to take
the message at face value unless you can confirm that this is not the case.

I should have said. Save, Pub & check in. I am pretty sure all three have
been done and I am still getting this message. I guess that there could be a
glitch with pub?

It is possible that there's a publishing problem, another possibility is
newly changed data arriving. Does this plan have any external dependencies
between it and other plans?
