PWA - Export Grid to Excel not working

Under what circumstances would a user not be able to export
a grid, say, from a project center view, to Excel, when she
ordinarily is able to do so? Normally Excel will launch on its
own and auto-populate the worksheet with the data copied
from the grid. Now the user is getting a message that tells
her the data has been copied to the clipboard and then instructs
how to create the desired result manually. We are not aware
of any changes to her workstation. Any reasonable person
would not want to do all these extra steps when they don't
have to. What's going wrong?

Some possibilities:

Outdated MDAC version
Incorrect version of Office (Not 2003) installed on workstation
Incorrect version of Office web components activated on workstation

Server Microsoft Knowledge Base Article - 837241

When you click Export Grid to Excel on the Project Center page in Microsoft
Project Web Access to export the project grid to Microsoft
Excel, you may receive an error message that is similar to the following:

An error occurred while exporting the grid data to Excel. Because of this
error, you can only copy XML data to the Clipboard.
Do you want to continue?

This issue occurs if the project contains more than eight outline levels.

keeps running in the background
When you try to export a project plan that contains more than eight outline
levels using the Export Grid to Excel feature in PWA, a hidden
instance of Excel remains running, and you receive the following error
message:

An error occurred while exporting the grid data to Excel. Because of this
error, you can only copy XML data to the Clipboard. Do you
want to continue?
