Does anyone know why a user would not see a list of the number issues and
risks assigned to them on the home page? Could there be a config setting I
need to review?

Does the user have access to Issues & Risks on the navigation bar in PWA?
If not you may need to change permissions for under Admin / Users & Groups
etc.

Yes, they have access to everything. The list of risk and issues are the
only thing that does not show.
