PWA not available after Full Farm backup and restore to a new serv

We are performing a full farm backup (WSS 3.0/Project Server 2007) and
restore to a new server. The new server has WSS 3.0/PS2007 installed on it
as well. I've gone through the SharePoint Tech Wizard on the new server to
get CA running. I then just go to perform a restore from a full backup,
choose new configuration, and enter the passwords and new database server
info. Everything restores EXCEPT PWA. I keep getting:

Object PWA failed in event OnPostRestore. For more information, see the
error log located in the backup directory. FileNotFoundException: The site
with the id 411eb061-67c2-4e7c-9f82-fbb8b8615fae could not be found.

Thanks for the reply Andy. Yes, all updates to the servers were identical
including the infrastructe updates and SPs. In our case, we did a full farm
backup and restore instead of just the project sections. But our results are
the same as what you were seeing. Unfortunately for us, we did have all
updates applied. Any other suggestions?

I googled some more and found one site that said the web ID is designated at
the time you set up a site and it is a value that cannot be changed.

Another site said that one of the databases has a table "dbo.Sites" and you
can change the values in the column "FullURL". I found the table, but there
is no column with that name.

There is a long string of characters at the end of the name of the
Sharepoint_AdminContent_xxxx-xx-x-x-x database. Does that string match your
web ID reported in the error? I wonder if you could get away with just
renaming the database.

Another possibility is to use stsadmin in the program files\common
files\microsoft shared\web server extensions\12\bin folder.

From the command line:
stsadm.exe -o backup -url http://servername/sitecollectionname -filename
backupfile.dat -overwrite

servername is the server's hostname and sitecollectionname is the top-level
site.

Then on the target server:
stsadm.exe -o restore -url http://servername/sitecollectionname -filename
backupfile.dat

When I tried it, the backup was successful, but the file was only 600K. The
restore said it was successful but the http://servername:port\PWA did not
load. Not sure if I specified the url correctly.
