PWA permissions set but can't see project

A user with Full Control permissions cannot see projects in her Project
Workspace. When looking under Sites-the project does display under All Site
Content-but when selecting the project, the user cannot see the project plan
under Project Details. What do I need to change?

Does the category that user is in allow access to that view. PWA - Server
Settings - Manage Categories - Views - Add to Category is checked.

First, go to Server Settings - Manage User - find the user and determine the
category they are.
Second, go to Server Settings - Category - select that Category and open it
Third, at the bottom bottom, usually collapsed, within that Category, is the
Views section, expand that open, check to see the view is checked and
available.
