I'm Using Project 2003, when in PWA as a non-administrator; assigned project
can't be viewed under project tab. Is there a way to change this?

This could potentially be a permission issue. Please be more specific when
you say non-administrator, are you referring to a user that is a team
member, project manager, etc? Are you using the out-of-box groups in MSPS
2003 and have you made any modifications? Are you putting a hard deny
permission on any users or groups.

Has the project been published ever or just saved to the server? It needs
to be published in order to show up in PWA.

There are several global/category permissions that control visibility to
projects in Project Center. Most likely it is a combination of the
following two permissions:

View Project center - Definition:
View Project Center is a global permission that allows users to access the
Project Center from Project Web Access or Project Professional. Grant this
permission to users who need to view the Project Center in Project Web
Access by clicking the Projects link in the top-level navigation, or in
Project Professional by selecting Project Center on the Collaborate menu.
This permission requires that users:
.. Be granted the See Enterprise Project Data category permission

See Projects in Project Views - Definition:
See Projects in Project Views is a category permission that enables a user
to view project information for a specific project in the Project Center
from both Project Professional and Project Web Access. Grant this permission
to project managers and resource managers who need to view project details
in the Project Center. This allows users to click a project in the Project
Center and view it at the assignment level (or any other defined view)

Jonathan,
I am having the same issue, my team members can not view the project plans
that they are assigned to through PWA. The plans have been published and not
just saved on the server. The settings are correct as we are using the
Project Server default groups so is there something else that can be
blocking them? At this point I am at a loss.

Can you verify again that you as an administrator or PM, can see the project
in the project center view? If you can see it, then it is most likely as
security issue and not a publishing issue.

If you have not changed any security settings then another culprit might be
that you have not provided any project center views for the My Tasks
category in which Team Members is associated to.

Jonathan,
I am the administrator but I was hired after the company had set up project
server and when I checked the Catagories under Security Settings for My
Tasks should they have the radial button next All current and future projects
in Project Server database checked?
Because they have the radial on Only the project indicated below but then in
the Project in this Category box they don't have any projects selected.
Could this be a reason that they can not see the project in project center
view?

When the option is selected "Only the project indicated below", you can
either hard code the projects which I would not recommend or you can specify
what dynamic rules to enable like only projects which I own or only projects
in which I am a team member of. Are any of those options enabled for this
category, and is there at least one project center view available for this
category? Verify also that your users are part of the Team Members group
and that the Team Member group is linked to this Category with the
permission "See Project in Project Center" enabled.

Jonathan,
Yes the option Allow users in this category to view all projects in which
they are a team member is selected so they should be able to see the
projects. One other questions the Permissions are not set on this screen so
should they match the team member permissions?
Sorry for all of the questions I did not set up the tool so I am a little
lost as to what the correct settings should be.

While viewing the category in question, highlight the group Team Members and
make sure the category permissions are enabled that will allow the user to
see the project center data "See Project in Project Center". Also verify
that there is at least one project center view available in this category.
