This could potentially be a permission issue. Please be more specific when
you say non-administrator, are you referring to a user that is a team
member, project manager, etc? Are you using the out-of-box groups in MSPS
2003 and have you made any modifications? Are you putting a hard deny
permission on any users or groups.
Has the project been published ever or just saved to the server? It needs
to be published in order to show up in PWA.
There are several global/category permissions that control visibility to
projects in Project Center. Most likely it is a combination of the
following two permissions:
View Project center - Definition:
View Project Center is a global permission that allows users to access the
Project Center from Project Web Access or Project Professional. Grant this
permission to users who need to view the Project Center in Project Web
Access by clicking the Projects link in the top-level navigation, or in
Project Professional by selecting Project Center on the Collaborate menu.
This permission requires that users:

See Projects in Project Views - Definition:
See Projects in Project Views is a category permission that enables a user
to view project information for a specific project in the Project Center
from both Project Professional and Project Web Access. Grant this permission
to project managers and resource managers who need to view project details
in the Project Center. This allows users to click a project in the Project
Center and view it at the assignment level (or any other defined view)
