PWA Requests that I change time entry units to DAY

Using Project Server 2003 and Project Pro 2003

I have a situation where a tasks start and finish dates have passed and we are trying to book hour to the task. The task is not marked as complete and shows remaining hours. When we attempt to enter actuals on a weekly basis, we get the following message:

You do not have any scheduled during this week.
To Override choose "View Options" and set the "Units" to days then enter your hours on a daily basis.

When we make the requested change, all works well. I guess I'm just confused as to why they are forcing the units to be changed to DAY.

When you report time in weekly buckets, project distributes the work across
the days the task is supposed to have been worked on provided that you
report them in that timeframe. It assumes that you're working as scheduled.

When you let the start and end time pass, what should Project assume is to
be done with that work value? Where should it put it? In the past? Project
will move the start date of the task to the date on which you first report
work, but it can't make guesses, it can only respond to your direct
instructions.
