Has the user set your Project Server URL as a Trusted Site in PWA? Does the
user have a popup blocker running? Let us know.

We added the site to the trusted folder. When we access PWA it gives us the
user agreement but when we click next an error appears. Project cannot be
downloaded correctly please check security settings in ie or contact sys
admin.

I found the problem. Your suggestion Dale was correct , that fixed it half
way. However, I had to give that user local admin rights to load the
controls and he is then able to access PWA.
