We have Project Server 2003 installed with Windows Sharepoint Services on
the same server. WSS is using the default web site, which has been
extended. The WSSWIZ program has been run, Project installed. So far so
good. I can work with Project just fine. When I go into Admin/Configure
Sharepoint Services, I type the Central Administration URL, click the test
button and it comes up fine. Type in the URL of where to create sites, use
the link before it to test and make sure it works, which it does, the public
documents site comes up fine. But when I try to "Save Changes", I get the
following message:

Project Server cannot connect to the specified web server running Windows
Sharepoint Services. Please check the HTTP protocols and the port numbers
in both URLs.

After doing some searching, I found a bunch of posts saying to make sure the
proxycfg utility was used and setup. Here is my proxycfg entry:

Proxy Server(s) : http://servername;https://servername
Bypass List : <local>;servername;servername.domain.com

I've tried fiddling with the entries here, doing an iisreset after each, but
nothing will get me past this error.

Any ideas or suggestions?
