Is it possible to use "OR" with the database query results? For example, if I
select Elementary schools. How can I display records that have Elementary
schools and Middle schools without having middle schools as an option.

Basically instead of using the "If No Records are returned" option, to always
display a particular record.

It is possible. But you must write the necessary ASP yourself. FP has no
way to know that you want to find a middle school if no elementary
schools are returned.

I know that it's possible to modify the look (font, text color, etc.) of the
"No records returned" message generated by the DRW; maybe you could modify
it to include a link to the record you want displayed, or a link to another
web page.

Like Kathleen wrote, you may be able to exchange the message for an URL,
but to use it to trigger a new search is impossible.
