Query with links to two fileds

I have two tables (tbl0304Budget and tblLineDetail) that I
need to link by two fields (Division and Line).
tblLineDetail has many records with the same Division and
Line. tbl0304Budget has only one record for each Division
and Line.

How do I query so I get all the records from tblLineDetail
with the corresponding field in tbl0304Budget?
