Question about changing settings for outgoing SMTP

Yesterday VAnguard LH suggested that I change the settings for my outgoing
SMTP Server so I could send out e-mails from Outlook using my new att.net
e-mail. I can receive but I cannot send out using my Outlook 2007. I still
send using my odl MSN dilaup.
How and where scpecifically I make that change or modify my SMTP server? I
am missing these parts.
Tahnks in advance.
(I f any one has some complete information or a link on how to make Outlook
2007 work with att.net, please advise)
