Question about File Locations

I need to change where Outlook opens whenever I click "Attachment" in a new
message. Where is that set? I know Word has a file locations tab under
Options. Can this be done in Outlook 2002 or Outlook 2003

I have found a reg hack that works for this setting in Outlook 2002. In
Outlook98, Outlook97, and NT there is a TweakUI.exe that can help you change
the setting. OL2002 used a reg hack. I found this on www.slipstick.com.
