Question about inserting a nav bar using Pub 2007 and XP

When I insert a nav bar it appears in a box with circular "handles". When I
move the box the circles get little crosses in them. If I resize the box,
the crosses disappear but when I reselect the box the crosses are back
again.

What do these crosses mean? I have searched the help but cannot find an
answer (or even an article on navigation).
