question about setting permissions

We are building a web site that requires password protection to various
sections. We set up the sub webs and went through the steps to require
permissions. When we go to add a new user we get this message "The user
account 'xxxxxx' can not be created due to quota limitations. The maximum
number of user accounts for this virtual server has been reached. Either
remove an account before adding another or contact your administrator to
increase the quota."

This site is hosted by GoDaddy. Who is the "administrator"? Us or GoDaddy?
