question mark (?) it comes out as É

Hi,
My Help desk recently upgraded my OS to XP. I'm using
Outlook 2002, word 2002. When I set the language to
English Canada some features do not work. As example when
I want to type a question mark (?)it comes out as É.
I would love to use the funationality that would allow me
to create and spell check my dicuments in word, excell
etc, in my own language rather than english USA.
Clearly this is a bug.
ANy suggestions in hiw to fix ?
