question part2/need help setting up Pop3 email for new MS Office f

I am actually setting up the Publisher files. Where is the Outlook mail
setting located, and how do I then go back and setup the Pop3 email in
Publisher?

You don't use Publisher as your email program program. It'll use Outlook.
