Question re Rules (notify), Send an email when a message arrives

Hello,
I'm using Outlook 2003. When a message arrives, I want to send an email to
another mailbox to let a second person know. (E.g. Tell Fred that Joe has
received an email)

I don't want to reply to the originator, and don't want to forward the
original message to the second person (the mails have large attachments).
Joe can open Fred's mainlbox anyway, so there's no need to forward.

The rule needs to run server-side.

I've tried "let server reply with template", but that includes the recipient
in the To list.

Can this be done?
