how do i increase the amount of quota available so that
messages are not bounced?

You can't - your mail server admin can. What kind of mail account do you
have?

Talk to your ISP. That's where the limit is, more than likely.

Most likely this issue lies with your ISP, not with Outlook. Check with
your ISP for quota information.
