Quotation marks acting irregular

When ever I type a quotation mark in either MS-Word or MS-
Excel it won't actually display on screen ntil after the
another key has been pressed. It works normally in MS-
Access, MS-PowerPoint and NotePad, and all other programs
(non-Microsoft). This happened once before and I turned
off smart quotes, restarted the system, turn them on
again and restarted and everything worked fine for
months. I've attempted this again, to no avail.

Troubleshooting so far:
-Ensured all updates for XP (SP1)complete
-Ensured all MS-Office (2002) complete
-Updated and scanned for Viruses (F-Secure)
-Uninstalled and reinstalled MS-Office
-Updated MS-Office
-Repaired XP
-Updated XP

Notes:
-No attached peripherials
-System standard from Manufacturer, no upgrades to HW
-No new SW installed on system since purchase (P4 1.8 GHz)
April 2003

Issue now spread to mail program.

This is a sign that an international keyboard layout is currently
selected in Windows. Click on Start | Control Panel | Regional and
Language Options. Select "English" in the Regional Options tab and in
the Languages tab | Details | Settings.
