Quotation marks in Outlook 2002

So far all my attempts to type quotation marks in my Outlook 2002 (that I got this June for use with my Office XP) have been unsuccessful at the opening of the quote if the text quoted begins with a vowel. Instead, a German umlaut appears over the vowel. For example, if I try to quote the phrase ät a tree†the ä†has a German umlaut over it, rather than the quotation mark before it that I typed. The same difficulty results with other vowels as in ëye of the storm†or üser-friendly†but not with initial consonants as in “the tree†or “his watchâ€, etc.

Any advice to correct this frustration would be much appreciated.

Sound like a third-party app at work for you. "AllChars" is one such
