RBS and Generic Resources

What is the best practise for using Generic resources with RBS

If I do not assign an RBS to the Generic Resources, will all Resource Managers be able to access and assign those Generic resources? My understanding is that they will not

If not, how would I go about setting things up so that any Resource Manager would be able to see the Generics for the whole Enterprise, but only the Resources below them in RBS

Is the best way to set up a Category, say My Genric Resources, then manually add each individual Genric Resource to this category? Then assign this category to Resource Managers

Alex:

Unless you want to define a generic resource for each PM, you need to put
your PMs higher on the tree. Essentially, the RBS works well for everyone
but Project Managers who typically need more access.
