Before you can set an RBS value for a resource, you will first need to build
the outline code structure in the RBS field in the Enterprise Global file.
The outline code that you will will be used to describe your company's "org
chart" to Project Server.
Once you have done this, save and close the Enterprise Global, then close
Microsoft Project (in order for the changes to the Enterprise Global to take
effect). Now reopen Microsoft Project again and log back into Project
Server with Administrator permissions. Open the Enterprise Resource Pool
and select as many resources as you want to edit. Apply the Resource Sheet
view, then temporarily insert the RBS field. You can now set the RBS value
for each resource. Once completed, save and close the Enterprise Resource
Pool.
Follow this link for more info about the RBS field:

Hope this helps.
